I've heard that these mark places where certain "deals" are fairly safe to take place, at least around where I live (Ohio). In the shot above, it looks like people are just having fun with it, since you'd normally only see one pair of shoes up there at one place.

Amazing shot! Much more shoes than in Sam´ s Pic though! Very dark atmosphere. Is that a tradition or something?

Lots of deals going on here anyway but this seems like a bit of overkill!
